As far as I can tell, it's an End User License Agreement. I don't know details of it, but it's probably your standard EULA. The left option means you agree to the EULA and the right option means you disagree. If you disagree then you can't download the update. This only seems to appear for version updates for PSBBN. Updates to make things like the Game Channel items appear don't give this screen.
This shows the progress of the download for the PSBBN version update.
This shows progress of installation of the downloaded data, for version updates and updates that make items like those in the Game Channels appear.
This says the version update was successful.
This appears just before the system resets, after a version update.
